Yet as state leaders increasingly look to improve the condition of their roads and bridges, states are raising less revenue from gas taxes, one of the primary sources of funding in most states for infrastructure investment. More than 20 governors listed transportation funding and reform as a priority in their 2019 State of the State addresses. No state in the Northeast has adopted a fee on electric or hybrid vehicles. The states adopting these fees are concentrated in the Midwest, South, Mountain West, and West Coast.States are rapidly adopting these laws: In 2013, only two states (Missouri and Nebraska) charged electric vehicles additional fees, but in 2019 alone, 10 states took action on electric and hybrid vehicle fees.More than half of states (28) have passed laws enacting special fees on electric and hybrid vehicles.
